Sturm, they had troops diverted to fight wars in the Balkans and greece as well as north africa in 1941. This is what delayed the attack on the Soviet Union as well as divert hundreds of tanks, guns and aircraft along with around 3 or 4 hundred thousand troops. They had about 800 aircraft ( 300 directly, 500 more in meditterrain theatre) to assist Rommel in north africa alone along with about 400 tanks.

They also had to maintain high troop levels in France and other areas to guard against any possible British assault.

With both Britain and France out of the war, in a senario with just a straight up war between the Soviet Union and Germany, the Germans would have had a massive amount of extra resources available to them.

By 1943 the Germans had troops diverted all over europe in occupying france and elseware which were becoming more hostile. They had 3 to 4 hundred thousand troops in Italy battling the Americans and Brits. They also had a huge level of troops in France preparing for a possible invasion. By 1944 the Germans had about 1.5 million troops engaged against the western allies against about 3 million on the Russian front. If you take Yugoslavia alone, look at the amount of troops , tanks and planes they needed there gainst Tito's partizans ( about 150-200k).

So, even in 1944 if the western powers withdrew from the war the germans would have been able to send another 1 and a half million soldiers into russia to support operations.
