It depends.
Speaking of history and not mothology, I woud say that Julius Caesar was a great general, but he had the best army in the world at his command.
In other side, Hannibal have defeated the legions many times with armies of barbarians from diferent cultures in their own land. That shoud be impossible for any other but Hannibal.

The only one who did something like it was Spartacus, with an army of slaves, but wasn't the same.
