Japan was a much weaker polity than Tibet and Uighurs during the Tang, and it did lose.
I also want to add that Japan and Korea's international status was lower than that of Tibet's in the Tang international order. This can be seen in an episode in 753 when Japan fought with Korea over seating. According to the 续日本纪, at the time, the seating in the Tang court was as follows, in the east was Silla placed above that of the Arabs, in the west was Tibet placed above that of Japan. The Japanese ambassador complained that Silla paid tribute to Japan in the past so why is it seated above Japan, the Tang emperor then switched Japan and Silla's seating, with Japan in the first seat in the east and Korea in the second seat in the west.
This shows that in the Tang international order, Tibet is above Japan, which is above Silla, which is above the Arabs. The Arabs were too far from the Tang to matter, but Japan and Korea were neighbors of the Tang following Chinese customs and yet Tibet was placed higher than both. In Tang protocol, Japan and Silla are both considered vassals following the vassal state protocol (they submitted memorials, not letters), whereas Tibet was a nephew which submitted letters (symbolizing that its a great state) and in the post An Lushan era, Tibet and Uighurs both adopted a protocol that treated the Tang as essentially equals (which Japan and Korea never did).
